Both tools have been published to
dist/dev:https://dist.apache.org/repos/dist/dev/cordova/CB-10902/

The packages were published from their corresponding git tags:

    cordova-js: 4.1.4 (1482f4b4d1)
    cordova-lib: 6.1.0 (31b58d0c34)
    cordova-plugman: 1.2.0 (3426b27f17)
    cordova-cli: 6.1.0 (7b52ffccfb)

Upon a successful vote I will upload the archives to dist/, publish them to 
npm, and post the corresponding blog post.
