Yep, I'm sure. I double-checked just now to verify and the cordova-android-osx AVD is definitely running KitKat. I was also able to reproduce this on a Jellybean device and a KitKat emulator locally with the mobilespec auto tests. I don't have an actual KitKat device on hand, though.
