Here is the bug - https://github.com/npm/npm/issues/1182. Though I'm not sure 
if this is exactly what we're experiencing as it is quite old.

Hey Richard,

I am going to have to agree with your release steps. npm linking should solve 
this, but it seems the dedupe that npm does on the registry ignores local npm 
links. I will chat with them as I think it is a bug.
Unfortunately, this new process will slow down our release cycles. :(
