[Discuss] Cordova-Android 6.3.0 Release

Hey

I'm back from PTO and while I was out, Android Oreo got released.  I bumped
the target SDK in the repo before I left for PTO, and I'm wondering how
people feel about doing a 6.3.0 release to support Oreo now that it's a
real thing?

Thoughts?
