Google Play Protect is something rather new so I'm not really familiar with the ends and outs of it. But it is software that acts kind of like an antivirus, and if it thinks your app is not trustworthy then it may block it I suppose. https://support.google.com/googleplay/answer/2812853?hl=en So Google Play Protect is a secondary layer of security on top of allowing untrusted APKs.
