I may pull in https://github.com/apache/cordova-plugin-file/pull/643 if
it's approved in time as well for the 8.1.3 release.

The main rationale for this patch release is to correct iOS behaviour
which currently does not
produce DOM-usable URLs via `FileEntry.toURL` method when the app is
configured to use schemes.
It's necessary patch to be better compatible with the Camera plugin,
and likely other plugins that require
producing DOM-usable urls (Media, Media-Capture, etc).
