   I believe the original intent of this repository was to use pull requests to 
discuss and outline significant specification changes or proposals large 
feature requests.
   
   This process is not always followed and is not strict. Usually a discussion 
might occur within the dev mailing list. If this process was used, and the 
proposal was approved, it would be merged and serve as a reference for how the 
implementation should proceed.
   
   Here is an example when CocoaPods large improvements was discussed: 
https://github.com/apache/cordova-discuss/pull/108
   
   I am open to keeping this repository but I also don't mind if we archive it.
   
   The only benefit of using PRs is that people can discuss and leave change 
requests to the proposal. However, the final discussion should always take 
place on the mailing list, and I believe all of our repos already forward PR 
submissions and comments there.
   
   Regarding the issue tracking for this repository, we could just disable it 
to prevent new issues from being submitted. I don’t believe this repository 
should have an issue tracker enabled. Issues should be opened on the 
appropriate repo or general discussions on the `cordova` repo's discussion 
board.
