I still haven't seen any requirement for 16GB of RAM recommended anywhere.  And 
I don't know what platform you are using.

You might find the non-emulation approach of Apache Ripple to be of interest: 
<http://ripple.incubator.apache.org/>.  It uses node.js and OSX / Linux / 
Windows.  (This incubator project appears to be floundering, but there is 
whatever code that there is at the moment.)

What platform do you have available?

Also, I don't find a recommendation for 16GB RAM.  Most of what I see 
recommends 4GB for Android Studio, for example.
