My understanding of the announcement at 
<http://blog.documentfoundation.org/2015/01/27/the-document-foundation-announces-the-results-of-the-android-tender/>
 is that they have already awarded parts of the September 2014 tender (I think 
that is an RFP in US parlance) to successful bidders.  Collabora is working on 
the infrastructure and selections feature.  Igalia is working on cloud storage 
and e-mail.  The only component of the original tender that is not described in 
the announcement is (3) "touch user interface for basic editing (based on 
Android design standards)."

I note that this project is Android-specific and they have already committed to 
use the Mozilla for Android framework.  The code tree is on the LibreOffice git 
repository,
<http://cgit.freedesktop.org/libreoffice/core/tree/android/experimental/LOAndroid3>.
  
They are using Android Java and do not seem to have any JNI to libraries built 
from native code at this point.

Some of the code is fun to look through.  E.g., 
<http://cgit.freedesktop.org/libreoffice/core/tree/android/experimental/DocumentLoader/src/org/libreoffice/android/examples/DocumentLoader.java>.

This seems interesting and also very different than a multi-platform approach 
that relies on HTML5 as a common ground.
