Not for the larger community that isn't able to be on IRC at the time.
There's a reason why ASF projects are suppose to finalize all decisions
on a public (non-PMC) mailing list.

If you're going to keep using IRC, then at least post the messages back
to the mailing list and give everyone 24 hours to comment.
