update query strings in urls to static resources in futon

Urls to static resources in couchdb 0.10's futon still have query strings like
?0.9.0. I assume these should have been updated to 0.10.0 when the new release
was made. Probably there should be a script that does this automatically which
would be run at release-cutting time, as davisp proposes in #547.
