Here's v3. I kept the little cleanup stuff that bothered me out of this
(leaking flags to non-js-related compilations unnecessarily) and I'll put it in
a separate issue/patch.
Relying on PKG_CHECK_MODULES is to set JS_CFLAGS. That's what it does. It's the
same as how AC_CHECK_LIB adds -lname to LIBS.
