View Cleanup - Certain properties cause failure with blank error messages

When creating a design document with a property such as language, options,
views which does not match the expect structure, you will get a error message
such as:
{"error":"badmatch","reason":""}
My proposed fix would be to just ignore design documents that do not match the
required keys and compact the documents that are compatible.
I do not know erl so I can not write a patch, but to try to save some time it
was tracked down to:
