Fix local version append

The local version info is awesome to be able to track down exactly what commit
someone has built locally with, but the way that info is appended caused some
confusion:
1.2.0ac052866-git
I tried a handful of git sha's from that info before I broke down and read the
bootstrap and acinclude.m4.in sources to figure out what was going on. It turns
out, the version info is:
1 (Major) 2 (Minor) 0 (Revision) a (Alpha) (c052866-git) (Local)
As you might guess, figuring out why Git was telling me that revisions
0ac052886 and ac052886 was mildly irritating. I would propose we just add a dot
to separate the local part as in:
1.2.0a.c052886-git
I'd commit this but I figured I should go ahead and see if anyone has any
objections first.
