I can see this is a useful feature. I would think /db_updates which would
include create/delete dbs as well as updates, .ie. all changes, would be quite
a hefty feed depending on use cases.
The idea of a database database is also interesting, we do that in BigCouch,
storing a doc for each db created in a shard_db database. This is to support
the partition map. Anyway as Sam notes a database db gives you the
create/delete changes for free
