the bind_address is only stored in the .ini files, it doesn't come from 
anywhere else. Therefore I think it's more likely that you haven't reset your 
.ini files correctly.

If couchdb is currently running, you can use netstat to see if it's bound to 
any interface. You can also tweak bind_address over http, assuming couch is 
bound to at least one interface. If it's bound to zero interfaces, then there's 
not much we can do about it.

Again, we can more easily assist with this support question on a support 
channel rather than our bug tracker.
