Did you follow the test procedure at
https://wiki.apache.org/couchdb/Windows_Binary_Packages? I found that the tests
worked for 1.2 after a couple of attempts. In cases where tests have failed on
Windows, I've found that installing Firebug to try to work out what's going on,
actually makes the tests succeed. So you could try that.
