    Resolution: Not A Problem

I guess I can't say that Svenson is unequivocally wrong but given that the RFC 
explicitly defines control characters and the major third-party parsers don't 
include that high range I'm closing this as not a problem. That Svenson is more 
strict here is Svenson's decision.
