[QA][REQUEST] Fix or disable failing test on 1.3.x

Hi devs,

Apache CouchDB 1.3.1 cannot be released until 140-attachment-comp.t is
fixed or disabled.

I don't want to let this drag out, so I will leave this thread open for a
few days, and if nobody responds, I will disable the test myself and cut
rc2.

Hoping we can get it fixed before then, however. :)
