By "without having to change the files" do you also mean "I need to do this
with an environment variable and not a configuration file"?
Personally, I think that plugins are the wrong place to start to try and
OTP-ify CouchDB. OTP also doesn't have a concept of plugins, in the OTP
world the release should be a self-contained application, so you're going
to be coming up with weird conventions no matter what you try and do.
