Don't think we should do a separate build thing for docs. Lots of effort, not
much point. (Note, it would not be a release artefact. We can only use the word
"release" where the artefact is voted on.)
As commented, we can just link to the RTD download links.
If we want to go further than that, then I suggest that as part of the release
procedure, we extricate the docs, zip them up, and put them up on /dist
somewhere. I really don't think it's necessary though.
