Pagination matters only for Futon/Fauxton like UI and their issue not in large 
list of databases that are returned by `/_all_dbs` resource, but due to making 
GET `/db` request for every item in this list.

Take a look on Futon solution: it gets all list of databases, but pages it on 
his side, querying only those databases information that are showed on current 
page.
