Hi,

I’ve read the new draft and I am very pleased with it. I have one issue that 
prevents me voting for the bylaws;

Section 2.4: "The PMC is the Chair's committee and operates at the behest of 
the Chair."

This contrasts starkly with https://www.apache.org/dev/pmc.html#chair; 
"Remember that, as in any meeting, the chair is a facilitator and their role 
within the PMC is to ensure that everyone has a chance to be heard and to 
enable meetings to flow smoothly. There is no concept of "leader" in the Apache 
way."

I would like the sentence struck.

Related to that, the sentence "As an officer of the Foundation, the Chair has 
extraordinary powers, up-to and including the disbandment of the entire PMC. 
While the use of such powers is obviously not expected, if it could be 
justified to the Board, the Chair has the power to enact any sort of change." 
needs a citation. I can’t quite find this language elsewhere in the ASF but 
would gladly accept a pointer.

That the Chair has an oversight role is obvious and non-controversial. The 
language in our bylaws implies that the Chair is the leader and supreme 
controller, and I’m not signing on to that.
