Thanks for the report.
As far as I can tell, base64.js is used in the old JavaScript test library only.
CouchDB 2.0 will remove futon entirely and replace it with Fauxton, which does
not include this code - JS tests are run from the command line and I don't
believe require base64.js any longer.
I'll ask a Fauxton developer to confirm before closing this ticket.
