Add view changes functionality
I changed the rebar config to point to my personal repos for ease of
testing, but I'll revert those changes before merging (assuming some +1s).
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/sagelywizard/couchdb view-changes-windsor
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/couchdb/pull/265.patch
