Summary: Creating new View when on View Metadata page doubles up

A small bug. To reproduce:
1. Edit a View and go to its Design Doc Metadata page
2. In the header, click the cog icon to see the options and click on "New View"
3. Note that the main page content gets the Index section added, but the old
Metadata page content is still there at the bottom of the screen.
Expected: the page only contains the New View info, as would be consistent with
other pages where the New View option is clicked.
