I think this can be done external to rebar with ~/.gitconfig, and it would
apply to all repositories.
In another cool git thing, I wrote a wrapper to /usr/local/bin/git that
makes a mirror clone in a separate place and then clones with a --reference
param. The net effect is that virtually everything is cached locally but
anything new is fetched from upstream.
