I'd agree with @chewbranca here. There's a significant amount of
duplication between the two HTTP layers that everyone agrees needs to be
removed. I don't think it'd be a very useful to worry about deduping CORS in
this instance since we're going to have to do larger things in the near future
with the entire HTTP stack.
