If [~rnewson] agrees then let it stand, but I think suppressing the warning
when you only see a single node could be dangerous. This might be a new node in
a large cluster that hasn't been joined to the cluster correctly, and a request
came into it through a load balancer. Surely making single-node installs have
N=1 in their configs as part of the setup procedure is the right fix?
