We've already moved our primary Git repository to: https://github.com/apache/couchdb We use everything you mention already now, for about 5 months' time. We track commits, issues, pull requests all in GitHub, and have semi-retired JIRA (active issues are still being migrated.) Perhaps you missed the notifications on this mailing list.
