Projects must register by 2019-Sep-17 if they wish to participate in the
first cohort.

With my ASF Director role I don't have the bandwidth to support this,
but I really hope a committer in the CouchDB community seizes this
opportunity to both grow our contributor base as well as to improve
inclusion in the overall Apache community!
