The RAT release files are still under dist/incubator/rat. At some point this year we need to move to svnpubsub for releases. We also need to move the files away from the incubator tree. It would be sensible to do the two moves together.
Should I ask INFRA to set up the SVN release and dev dist folders? If so, where do we want the commit messages to go?
