Hi [~ctubbsii][~denn...@apache.org],
both tickets RAT-171 and RAT-172 refer to the same topic. One just provides a 
definition of ignore files, while the other attempts to parse these files and 
add its contents to the RAT exclusion file list. This extra functionality (to 
parse the SCM ignore files) is not yet implemented. Therefore both tickets are 
not closed/fixed.
