I wasn't subscribed when I made my 1st post, hence I could only read the response on the archive page. Unfortunately, the typo wasn't the issue :-( I introduced it when copying things into the email. I just checked out the hadoop code and see the same issue when I run `mvn rat:check` on it. So I believe the issue is not related to the configuration, but to my setup. Is RAT known to have issues with exclusions on Windows? That's my dev environment...
