Some of the plugin versions are currently defined using local properties.
These happen to have the same version numbers as the parent 16 pom currently,
but that does not mean the properties can just be dropped.
What happens when the plugins are updated?
Dropping the properties reduces flexibility, so I have not applied that part of
the patch.
