This is part of the problem... I get intermittent changes in what RAT is
catching for me on my build machine.... I can't pin it down. Sometimes
changes to the code will trigger a rat error, and some won't... very hard to
nail down.
I run most of my build with `clean package`. Some of them I delete the whole
jenkins workspace before a build.
