Following the discussions on legal-discuss@ the problem is that CC-licenses are 
not really fitting for source code files. 

In order for RAT to verify license compliance you can add the CC-headers 
manually and add this CC-license as a default license to your RAT plugin 
configuration. Otherwise you may exclude the CC-licensed documentation files 
from the RAT.

Therefore I close the ticket as won't fix.
