Note that changing Maven coords for RAT will require changing them in lots of
other poms.
It's listed in the Apache Pom as well, but luckily only in the pluginManagement
section.
The change would break binary and source compatibility for any direct
dependencies.
So if there are any API changes to be made, they should be done at the same
time to avoid any further coord/package changes.
Do we really want to change the coords/package just to tidy up the names?
