Once a creadur folder is created

all tests

[https://builds.apache.org/job/Creadur-Rat-Latest-Jdk/] - run with Java8 and
mvn3 latest
[https://builds.apache.org/job/Creadur-Rat-Site-Latest-Jdk/] - ensure that a
site can be generated with mvn3 and Java8
=> simplified as one Pipeline job that builds:
* parent pom
* project
* runs site:site in order to make sure it generates properly
Migrated RAT to Gitbox and set Subversion to read-only/archived mode via
INFRA-20688
