The editor VSCode makes `.vscode` directories at the top of a project's
repository automatically.
It'd be nice for Rat to exclude it and any other automatically generated files
vscode creates the same it does with Eclipse, and maven.
(I've been asked to make this ticket in response to feedback in
https://issues.apache.org/jira/browse/MNG-7377 that the maven project would
like to see this upstream.)
