and downloaded the apache-rat-0.16-20230724-065051-299.jar and it contains
files with a date of 30 November 1979.  Is there a reason for this?  The
new SPDX classes are there but the date is so wrong as to cause confusion.

I assume this is induced by
https://github.com/apache/creadur-rat/blob/master/pom.xml#L47
in order to have reproducable builds.

Is there a problem with the date or is it just confusing if you extract the JAR?
