When RAT was under more active development these subprojects were created: I assume they were meant to be more of what today's bill of materials (BOM) overview shows (=Whisker).
Recursively scan whole application dependency trees and printout information about their licensing (=Tentacles).
As both projects are relatively young maybe any of its users can shed more light into the discussion.
To my mind RAT is the minimal set of "license scanning" found in many ASF projects :)
