Description:
After seeing presentations at the CommunityOverCode 2024 Bratislava conference
we want to add https://gradle.com/develocity/ as it is offered freely and
credentials were already provided by INFRA.
Integrated directly at the conference via:

* https://github.com/apache/creadur-rat/pull/266
