[~nchammas]  I think that this is mostly solved in the Harmonize UI work.  
However it also seems to be related to 
[RAT-240|https://issues.apache.org/jira/browse/RAT-240].  If you look at 
RAT-240 you can see that I have offered to help develop a .ratignore processor. 
 Let me know if you are interested in working on that.
