I think by default we can output the results into rat.txt and limit the
logging to a very small summary.

This ticket is mostly about the output format of the report.  The logging
is covered because we are providing descriptions of what the limits mean.
I will double check the logging and verify that we have not added too much
more.

My goal is to make it clear that there was an error and providw enough info
in the log thatsimple config errors can be identified.
