Release 0.17 is a *major* rewrite with lots of exciting and new functionality - in order to see the current development I'd encourage you to try out our daily 0.17-SNAPSHOT.
There is no formal release cycle as we are all RAT-developers in our spare time .... initially we were planning a release in December, but at the moment (as you can see in the commit history/pull requests) we are still in a stabilization phase and new tiny bugs are fixed and integration tests are added.
Furthermore some updates rely on changes in the Maven community that we are in the process of discussing, but the big topic of 0.17 is "harmonization" of features and configurability among Ant, Maven and the CLI.
Once logged in to ASF's Jira you should be able to see the current "live view" of our Kanbanboard:
