From what I can tell, this change restores the old behaviour, which was
trying to convince the maven-resources plugin to pull in resources from an
external directory. ${project.basedir}/.. is the directory of the parent
project. From the perspective of the maven-resources-plugin, the directory must
be within the child project (for example apache-rat-core).The only difference,
that I can see is: You have replaced .. with ${project.basedir}/.. Are you
sure, this makes a difference?
