Tried to update the action to use RAT 0.17:
* https://github.com/erisu/apache-rat-action-test/pull/1
* https://github.com/erisu/apache-rat-action/issues/7

Most probably (due to the change in the report layout and configuration 
options) some more changes are necessary.

Once the action is compatible with RAT0.17 I'd start to contact infra to get 
all the repos in ASF-creadur space. 

[~erisu] would you mind joining the Creadur mailing list and help out with 
taking care of the action within our PMC?
