I agree there needs to be a cleaner way to enable the reporting for
development.  There is a similar problem with debugging the include/exclude
where the RAT_DECOMPOSE_MATCHER_ON_USE environment variable serves to
trigger the output of the matcher (include/exclude process) when it is
used.  Perhaps a similar environment variable (rather than a command line
option) would make sense?
