I am OK with releasing 0.18.

I am focused on 1.0.0 and think the restructure needs to go in so that we
can get the Maven tests working properly.  This means that the issues where
the maven report generate a lot of noise about duplicated configuration can
not be addressed in 0.18, though some of the other items can.

We need to get the 508 fix merged (I have to fix it first), there was also
a  request to add a "verbose" element to the maven UI to keep the "noise".
I want to implement that as part of 508.

We need to merge the changes for RAT-524.  This should move fairly quickly,.

With those 2 changes in place I think 0.18 could be release.
